What does this part do?

I am removing the turbo from my '07 A4 TDi and have seen this metal part is fitted to one of the intercooler pipes, but what does it do? It looks like a restrictor or something to speed up air flow although it is not aerodynamic in any way. The hole in one end is large whereas this metal part is a lot smaller, does anyone know it's purpose?
