VW Urban Fox 06 Airbag Reset

Does anybody know if the airbag ECU can be reset with only the drivers airbags replaced (steering wheel and seatbelt) and the passenger ones disconnected? I'm not being tight but to replace the passenger airbag on the new fox you have to replace the whole ruddy dash board at a retail cost of around £1000 I want to run the car myself until I can source a second hand dash at a more reasonable cost.
