Instrument Panel Message

Just bought a used 2003 A4, when the car is first started, the instrument panel displays service! for just a brief moment; there is no owner's manual. Is this normal?

It is a service interval reminder, it has not been reset since last service

Yes, its normal. try to buy an owner's manual.
Better still, Bye a VAG interface, so that you can reset the service intervals yourself. You can also check if the vehicle needs attention or not. Happy motoring.

BTW - I had the exact same problem :D
According to the manual, the service message will display automatically when it's getting close to the preset service milage. I guess there are 2 possibilities, either your car really need service soon, or it has not been reset since last service.
