Default Noisy electric fan

My electric radiator fan has started to make a loud noise like a siren going off when the a/c is switched on.
If the outside temperature is below say 24°C then its ok but when its around 27°C or above then the siren starts, even from a cold start, so the engine temp has nothing to do with it
The noise starts when the fan moves into high speed mode.Is it normal that the fan often goes into high speed mode?
This is the third summer I have had the car (passat 115tdi y2000) and I have never had this noise before.
VW say that it is normal.
Has anyone else had a sdimilar problem?
