what would cause a 1998 2.0 jetta not fire when your turning the key over but it fires when i release the key?

A faulty key switch comes to mind. Has this happen one time to me on a Nissan.

Very typicial of a week battery, when cranking over the engine the battery does not have enough amps remaining to fire the coils. Replace the battery.
