Certified audi

I have a audi dealer telling me I must pay $1100 to certify the audi A4 that I want to buy. He says that the dealer pays $190 for precertification, then only after the customer pays the $1100 does the car become certified. Is this true or a sales pitch? Thanks for any help with this.

I don´t know where you´re from but in Sweden it´s definitly NOT so. All cars the dealer sells have to be certified.
