Default 1998 audi a6 won't start

This weekend my 98 A6 Avant wouldn't turn over. A day later it would. Next day nothing. If you jump the selonoid with power from the battery the engine turns over. I tested the power coming from the switch to the starter and reads between 9.5 to 10.5 volts. The relay under the dash buzzes everytime the key is turned. Switched it out with other ones with same results. Anyone had similar problems? I don't really want to bypass the ignition switch with a button to turn over the starter. Any ideas?
Thanks, Allen
