Default abs and hand brake llight

my 98 quatro 2.8 just recently developed the two light issue coming on in the dash. The abs light is steady and the brake light is flashing. I ckecked the pads on all four wheels and they are good. I also topped off the brake fluid. It doesn't seem to go on for a while and then it comes on. I have read in the posts that it may be a sensor and or an electrical problem.
My first question is there a way without an odb2 unit to get the code for the problem. Secondly, I have read that when the two lights go on together it may mean something else other than the abs or hand brake systems independetely to the other. Any help would be great thanks.
