Audi a4 power steering problem

I just bought a 1997 audi a4 and there a problem with the power steering. When i drive the car slowly, its pretty hard to turn the wheel but when it start rolling fast, its fine. I check the power steering fluid and its fine. Anyone know whats the problem?

Replace the power steering pump. I had similar prob.w/my 2000 2.8 A4. Works fine now
