Default Reversing & Rear Fog Lights

My new A6 Le Mans appears to only have bulbs fitted to one reversing light and one fog light. I know some German manufacturers used to only fit one bulb to meet the legal requirement and save the cost of a bulb. Is this the case with the A6 and all that's needed is to fit a bulb? The reason for asking is that it not a staightforward job to remove the lens and to do so if there's no bulb holder would be a complete waste of time!

Also the reversing light is absolute rubbish with just one bulb - not too bothered about the fog lights

Thanks for any help.

I have the same problem on a A6 2004. Dealer said is was eu spec and normal. It doesn't look normal, it looks like one of them is broken.

How do you get to the bulbs on these? they look like they are a sealed unit?
