Default Cold Weather Problems

I have a 2007 A4 2.0T with Tiptronic. In the cold and damp weather
(-10F and with snow) my Audi starts and runs really rich (like a stuck choke, on cars with a choke) even down the road till it is warm it surges about 10 mph gallops. It has been to the dealer numerous times with no fix and they can not replicate it, by the time it is there it is warm. I even left it there but can not match the cold weather starts. Has anybody had this problem? It goes in on Thursday for another round with Audi.. Any help is welcome. Thanks
