possible injector problems

hi

i have an a4 1.9 tdi 130 on a 2001 y plate the car is perfect except when it is started in the morning.
after about 10 seconds of running it starts to fluctuate bad and smoke like hell until the car gets warm then it will stop.
it has been to audi garage and the only thing they could find was on two of the injectors the tolerances were out from the other two
they had the car from cold when it plays up but when they put the car on the computer when it was warm the tolerances were all ok
they said they could do the job but it would cost £1500 plus labour (major shock)

they also said it would be a good idea to change the loom in the rockerbox as well

does this seem normal as i wouldve thought that if two injectors are playing up they would play up all the time
and would it be a better idea to change the loom first £38 to see if that done anything

if someone could help plz
