Revving When Engine Is Started

Everytime I start my car, the engine revs as If I were putting my foot down on the throttle. Any ideas what is wrong with it?

It's a 2000 Audi A4 1.9 TDI. Just wondering if theres any known problems.

Could you be more specific? How does the car behave afterwards? Might be several problems at first glance.

I HAD SIMILAR PROBLEM WHERE REVS SHOOT UP TO 2500 AND THEN NOTHING...

PROBLEM RECTIFIED WITH LUCAS FUEL TREATMENT..
