Non Starting Of My 1999 S4

hi all,
i own a 1999 s4 advant up till recently the car would start on the first turn of the key. my local audi delear was told of this when it went in for its cambet service,the changed the spark plugs and the throttle body after some scratching of heads, this seamed to work but when it starts it would rev high. but now the car has reverted back to not starting and when it does it revs high and runs like a bag of spanners, the car just does not seem to be running right when it is running.
the audi dealer had checked every thing and said it could only be the throttle body or the engine managment system are they right, and also what is firmware upgrade could this be my problem
