Not Temping Up

Hi,
I have an '95 A4 1.8 that needs a bit of attention. One of the things I am trying to sort

out is the temp: The car temp dial remains at about 60-65oC when running but it should be up at around 90oC. I just replaced the fan but this didn't improve things. Whats the next part of the puzzle?
First time using the forum !!

Welcome!

Does the temp guage move at all? It sounds like you may have a bad indicator
