Default Headlights not working

Audi A3 1.6 SE 2001. Warning light says bulb gone on dipped beam (both dipped beam headlights are not working). Side and main beam work ok.

Are the dipped beam lights the inner of the two lights in the cluster? I'm confused because these are the lights that don't come on and they have a H1 bulb yet everything I read about the lights says the dipped beam are H7 bulbs. By that reasoning, that would be the outer of the lights in the cluster but these come on when main beam is selected.

Inspection of all bulbs looks ok - no obvious breakages of the filament. Are there any known probblems with relays/wiring etc?
