Thumbs up A3 1.9 Tdi 110 Sticking Turbo...

Can anyone please advise me on the best course of action for a sticking turbo?

Jabba Sport have told me that it's sticking and will need replacing with a new or used turbo, which I imagine is going to be pretty expensive.
They told me that it is not possible to clean or recondition turbo's but I wasn't sure if this was the case, as I have read about people having similar problems who have removed the turbo, cleaned it and then re-fitted it.

a). Will removing and cleaning it solve the problem?
b). Can it be done by someone with basic DIY car maintenance skills?
c). Where is the turbo located and how do you remove it?
d). What cleaning chemicals should be used to clean it?

Any advice/answers to any or all of the above would be much appreciated...

Car is 1999 Audi A3 1.9 Tdi 110 Sport. 100k miles. V - reg.
