Default radiator fans do not cut in

audi a3 1600 sport 2000

had a mech change thermostat and fan switch, still not joy, fans have been tested with some sort of bypass system so they do work, but not when required, if left to idle for too long temp rises, but sits at 90 when driving normally. this is driving me crazy!! HELP!!!

There are three fuses on top of the battery.two for ABS and one for the fan.Make sure they are making proper contact.Mine was intermittent.
