Screeching noise and failing to start, any ideas?

I have a 99 a3 1.6 sport, the problem is some times it makes a screeching noise on start-up this happens whether its warm or cold or if its been sitting over night or turned off for a minute, also occasionaly fails to start and I have to floor the throttle to get any response,

any one encounted this type of problem before or know what might been causing it?

Sounds like your starter motors on the way out.

A fan belt can make a funny screech, but wouldn't make it not start.
A good start would be to check the tightness of the belt,not totally sure but about 1cm. or so, of movement is about rght.
Also a spray of wd40 on the belt & pulley might help.
