Well it turns out it wasn't the "DV". I did replace the "DV" with the "OE 710N" diverter valve but I found that p/n: 058133753B (Vacuum Pump; Suction Pump for Vacuum System; Y-Shaped Plastic Fitting) was separated in half at the factory seam in the part. I replaced it for $18.00 and the car has its entire boost back.
