You will need to look at a much newer car if you want Quattro plus look for a 1.8TQ as it seems you will be looking to do engine mods too.

Insurance will depend on where you live and running cost will depend on what you can do for your self but plan on servicing the car every 5k miles if a turbo and maybe a cam belt change with a water pump and pulleys. Control arms are a week spot on our cars so watch out for that on a car.
