No the hazards lights don't flash, its just the warning triangle that flashes, it even flahes if you don't alarm the car, just shut the door.
The light is on when you open the door, when you close the door, it stays on for about 20 secs, then goes out, and then starts flashing slowly, one sec on one sec off...
